The first step in implementing the PPP (Public-Private Partnership) model is the preparation of a feasibility study, which defines the public interest, proves the justification of the project, and proposes the minimum technical and economic conditions that the future private partner must meet.
In order to prepare the feasibility study based on which the need for the realization of the public-private partnership project would be analyzed, the following data is necessary, and we kindly ask you to provide us with:
• Public procurement plan for the current year.
• Budget decision (budget for the current year with applicable revisions).
• Decisions on budget execution for the previous two years.
• Data on local government debt (loans, etc.).
• Electricity costs/bills for public lighting from each measurement point for the previous year.
• Summary and individual bills for public lighting from each measurement point for the previous year.
• Annual costs for maintaining the public lighting system (current maintenance, repairs, bulb replacement, etc.).
• Value of the current contract for maintaining the public lighting system.
• Exact number of existing lamps and substations of the public lighting system in the local government area.
• Type, power, efficiency, lifespan, and other technical characteristics of the public lighting lamps in the local government area, presented by street.
• Number of hours the lamps operate annually.
• Other data available to the local government related to public lighting.
