The first step in applying the PPP model is the preparation of a feasibility study, which defines the public interest, demonstrates the project’s justification and proposes the minimum technical and economic requirements that the future private partner must meet.

To prepare the feasibility study and assess the need for a public-private partnership project, please provide us with the following information:

  • Public procurement plan for the current year.
  • Budget decision for the current year, including amendments.
  • Budget execution decisions for the previous two years.
  • Information on local government indebtedness, including loans.
  • Electricity costs and public-lighting bills for every metering point for the previous year.
  • Consolidated and individual public-lighting bills for every metering point for the previous year.
  • Annual public-lighting maintenance costs, including routine maintenance, repairs and lamp replacement.
  • Value of the current public-lighting maintenance contract.
  • Exact number of existing luminaires and substations in the local public-lighting system.
  • Type, power, efficiency, lifetime and other technical characteristics of public-lighting luminaires, listed by street.
  • Annual operating hours of the luminaires.
  • Any other available local-government information concerning public lighting.
